The Montgomery County Department of Correction and Rehabilitation (DOCR) is responsible for the intake, reception and assessment functions including law enforcement processing of adult male and female offenders arrested in Montgomery County. The Department also is responsible for administrative functions for stakeholders internally and for constituent relationships externally. The Management Services Division, is responsible for Procurement, Financials, Budgeting, Human Resources, Management Development, Employee Support Unit which includes stress management and employee wellness, Information Technology, Health, Safety and Employee Welfare, Communication/Public information, etc. The position will report to the Director of Department of Correction and Rehabilitation.
A senior manager who will be responsible for providing day-to-day and strategic planning, and execution of DOCR programs, including budget/finance; fleet administration, human resources management; labor relations; employee support unit; employee health and safety, information technology; data analytics and the overall departmental performance indicators; planning, research and development; capital improvement projects; contracts and procurement; records management; grants management; leadership development; project management; and communication/public information act requests.

This position will also be responsible for major Department initiatives including strategic program and business operations planning to ensure skillful oversight and sponsorship, organizational planning, and business process improvements, to ensure integrated and effective DOCR operations.
The incumbent in this position will interact with other County Departments, County Executive Office and State of Maryland representatives, constituents, and stakeholders. The person in this position will unite people across the organization and external to the organization to effect organizational change and to provide solutions to issues and to keep strategic initiatives moving forward.
This senior manager will serve as a confidant to the senior management and Director of DOCR, guiding the stakeholders with expert advice to enhance overall team efficiency, professionalism, and ethical standards.
